Context of creationThe Cambodian Farmer Federation Association of Agricultural Producers (CFAP Cambodia) was created in 2002. It reformulated over time its working policy based on the organizational development needs to serve the interests of smallholders as members. The federation firstly registered with the Ministry of Interior (MOI) on 25th May 2007 with number 583SJN. In 2010 the federation amended its statute and re-registered with the MOI (4th February 2010 with number 216SJN under the article 42 of the national constitution of the Kingdom of Cambodia). Due to the requirements of the new laws on Association and NGO enacted by the national assembly, CFAP re-registered with MOI on 9th February 2018 with number 564 PRAKOR.

CFAP Cambodia was founded by nine producers’ associations in the Svay Rieng province (South East of Cambodia). At that time, CFAP worked to represent producer members at the provincial level only. Then other farmers’ associations and agricultural cooperatives in other provinces got interested and registered as members. Today, the association has 26 farmers’ organizations / agricultural cooperatives as members (3 producer associations and 23 agricultural cooperatives) in 12 provinces/municipalities in Cambodia. The association has 21,138 member households of which 9769 households lead by women (46%) from 174 villages, 51 communes/Sangkat, 27 districts/Khan. CFAP counts with 105,690 individual farmer members, of which 54,959 women (52%).

Organization: The organization is structured as follows: (i) Farmers' Organizations as members; (ii) General Assembly as decision making body; (iii) Board (five board members including a chairperson); (iv) Secretariat for management (managing director); Administration and finance (through administrator and accountant); (v) projects/programmes (project manager and agribusiness advisors): agriculture, climate change, policy, value chain, contract farming.

Governing Bodies: The General Assembly is the top decision making body of the association and has a five year mandate. The chairperson holds an office for five years each mandate and can stand for the candidacy for only two subsequent mandates. The Board is composed of five members. Currently, the Boards counts with one woman as a member of the board and as a chairwoman. The role and responsibilities of Board members follow: (i) Chairperson: review and approves the association's statute and other internal organizational guideline; reviews the project programmes, budget plan and strategic business plan; approves designated managing director; seeks funding to support the association; helps facilitating all crisis related issues; follows up action plans and achieved results of the association; presides over the board meetings; (ii) First Deputy Chairperson: reviews budget and finance; provides feedback over financial status; reviews administration matters; represents the chairperson as needed; (iii) Second Deputy Chairperson: responsible for finance; (iv) Third Deputy Chairperson: responsible for organizational dissemination; (v) Fourth Deputy Chairperson: responsible for note taking.

Main strategic axes or objectives: Key objectives: (1) Establish a business-centric organizational structure; (2) Increase and diversify financing sources; (3) Develop systems for effective marketing of capital share, savings, loans and use of a revolving fund and small businesses; (4) Build staff capacities for management of capital share, savings, loans and use of a revolving fund and small businesses; (5) Increase the membership base of FOs.

CFAP currently focuses on: (i) Institutional strengthening through building the capacity of farmers’ organizations/agricultural cooperatives, men, women and youth to become professional service providers and or extension workers to farmer members and clients; (ii) Policy advocacy and participation; (iii) Agri-business and value chains; (iv) Climate change; (v) Contract farming (linking farmers to markets and traders). Further, the organization is active in policy development, networking and value chain with relevant stakeholders including traders, and involvement of the sub-national farmers’ organizations (SNFOs) and agricultural cooperatives (members and non-members) in other development programmes. CFAP works to respect humanity and environment within all operational areas.

CFAP Cambodia is specialized in vegetable production, rice production, animal production, and institutional strengthening of farmers’ organizations in a membership driven based style.

Main activities: 1. Capacity building and Institutional support to members. CFAP provides technical onside training to members on vegetable production, animal production (chicken), rice production, leadership, entrepreneurship, marketing, cropping calendar, business planning, production cost calculation for members, Training of Trainer (TOT), organizational and financial management.

2. Policy engagement, lobbying and advocacy. CFAP participates in national and international policy discussions on agriculture, land, water, trade, Responsible Agriculture Investment (RAI), climate change, contract farming, laws on associations and NGOs, laws on food safe and involvement of farmers' organizations in other development programmes at the country level.

3. Provision of economic services. CFAP prepares business planning for members included production cost calculation and economic analysis, links farmers with traders, facilitates contract farming between producers and buyers and advisory support over the economic literacy. To improve sustainable agricultural production in Cambodia - in particular vegetable production- CFAP strengthens smallholder members to produce qualitative produces for sale regularly to collection points at the sub-national farmers’ organizations and cooperatives, big buyers in the region and markets in Phnom Penh. For this to be sustainable, CFAP has planned to: develop production plans for farmers and producer associations/agricultural cooperatives as members; provide technical training and advisory support to farmer members on how to use organic fertilizer for vegetable and rice production; provide training on CANVAS business model to producers’ associations/agricultural cooperatives as members.

4. Communication and Knowledge Management. CFAP networks with multiple stakeholders, elaborates researches/studies, develops and publishes various agricultural technical training manuals for extension workers, leaflets, poster, videos, progress reports, and posts news through Facebook, website, messenger, telephone calls, Skype etc

5. Others. CFAP provides technical support to farmers' associations and cooperatives as members on climate change, agricultural production improvement, value chain, contract farming and networking.

Main projects: - Accelerating Inclusive Markets for Smallholders (AIMS), 2017-2023, a joint project of the Royal Government of Cambodia and the International Fund for Agricultural Development (IFAD). The project aims to accelerate the inclusive growth of markets and for higher value agricultural products and the development of associated local clusters through which poorer smallholder producers can benefit alongside others. CFAP provides services as HUB Farmer Facilitator to this project to link farmers' associations/cooperatives getting access to production improvement, value chain and contract farming (https://aims.moc.gov.kh/).

- The Medium Term Cooperation Programme (2010-2018) funded by the European Union, IFAD and the Swiss Development and Cooperation Agency. CFAP was the executor of this project since 2010 till 2016, then the role of the National Implementing Agency (NIA) was agreed to rotate with another new partner in network. - Climate Adaptive Approach for Food Security (CAAFS) (2012-2014), funded by the Ministry of Foreign Affairs of the Netherlands through Agriterra. The project aimed to empower farmers’ organizations and include farmers in the discussion on climate change and agriculture and take a leading role in the translation of adaptation strategies into viable farm level activities. The project enabled to organize meetings and workshops with the participation of different stakeholders (farmers, local authorities, sub-national specialized government officials and national government, research institutes) for discussing climate adaptive approaches for food security. As an output, a draft Action Plan was developed to get the commitment of national partners, relevant stakeholders from farmers’ organizations, governments, private sector, national and international development agencies included UN (FAO and IFAD), Mekong river committee and Media (TVs).

- Effective Farmers’ Market Initiatives aimed to strengthen smallholders to continue their farming activities to meet market demands now and in the future (2013). The project focused on linking CFAP members' organizations with buyers/traders and supporting them to develop strategic and business plans, building the capacity of producer groups, as well as policy and advocacy. - Strengthening of Small Farmers Groups and Improving Their Market Access (2011-2012), funded by Agriterra, the Dutch Development organization, Ministry of Foreign Affairs of the Netherlands. - Strengthening of small farmers groups and improving their market access (2010), funded by Agriterra, the Dutch Development organization, Ministry of Foreign Affairs of the Netherlands. The aim of this project was to strengthen the capacities and activities of CFAP’s member organizations and organizational transition to provide high quality services to their members. In implementing the project, CFAP also collaborated with IDE (International Development Enterprises), PDA (Provincial Department of Agriculture) and local authorities. - Improving the livelihood of rural women in Cambodia (ILRWC) (2009 - 2010), funded by the Melania foundation. The project aimed to: (i) provide facilities and inputs; (ii) provide training and capacity building and support the structuring of farmers in organizations or cooperatives of women members organizations; (iii) organize a national workshop on women organizations in Cambodia.

- Strengthening of small farmers groups and Market Access in Rural Cambodia (SFG-MARC) (January - December 2009), funded by Agriterra, the Dutch Development organization, Ministry of Foreign Affairs of the Netherlands.
